IR-2021-129, June 14, 2021 WASHINGTON — The Treasury Department and the Internal Revenue Service today unveiled an online Non-filer Sign-up tool designed to help eligible families who don't normally file tax returns register for the monthly Advance Child Tax Credit payments, scheduled to begin July 15.

Visit ChildTaxCredit.gov for details. Under the American Rescue Plan of 2021, advance payments of up to half the 2021 Child Tax Credit were sent to eligible taxpayers. The Child Tax Credit Update Portal is no longer available, but you can see your advance payments total in your online account.
To get the supplementary child stimulus check payment you must have filed a recent (2018 or 2019) tax return, claimed the child as dependent AND the child must be younger than 17-years-old. They must also be related to you by blood, marriage, or adoption.
However many eligible recipients still didn't get their advance child tax credit payment. You could have used the IRS' CTC portal to claim missing payments, but the best bet to claim it now is probably via your 2021 tax filing, which you can now file for free via leading providers like TurboTax or eFile.

Unlike the first two payments, the third payment was not restricted to children under 17. Eligible individuals received a payment based on all of their qualifying dependents claimed on their return, including older relatives like college students, adults with disabilities, parents and grandparents.
Parents with children ages 18 and older are not eligible for the recurring monthly advance payments but they could be in line for a credit of $500 in 2022. To qualify, people who are 18 or older must be claimed as a dependent. Dependents ages 19-24 must be attending college full-time to qualify.
The vast majority of the third stimulus payments were automatically delivered to taxpayers' bank accounts or via a check in the mail last spring. The payments were authorized by the American Rescue Plan in March 2021 and were meant to help people struggling financially because of the Covid-19 pandemic.
When you enter the newborn as a dependent on your return, the TurboTax program will compute the amount of Stimulus payment to include that new dependent. Next, you enter what you and your wife already received. The amount received is subtracted from the total and you get the difference on your return.
The Earned Income Credit (EIC) increases with the first three children you claim. The maximum number of dependents you can claim for earned income credit purposes is three. You must also meet other requirements related to your adjusted gross income (AGI) to qualify for the EIC.

You may have received no advance Child Tax Credit payments, or reduced advance payments, because your modified adjusted gross income (AGI) was too high on the tax return that the IRS used to determine your advance payment amount.
According to the IRS, if the child lives with each parent for an equal number of nights during the year, the custodial parent is the parent with the higher adjusted gross income. Only that parent may file with the head of household status.
Important changes to the Child Tax Credit will help many families get advance payments of the Child Tax Credit starting in the summer of 2021.

The IRS urges community groups, non-profits, associations, education organizations and anyone else with connections to people with children to share this critical information about the Child Tax Credit as well as other important benefits. Among other things, the IRS is already working closely with its community partners to ensure wide access to the Non-filer Sign-up Tool and the Child Tax Credit Update Portal. The agency is also providing additional materials and information that can be easily shared by social media, email and other methods.
The IRS emphasized that because the Child Tax Credit Eligibility Assistant requests no personalized information, it is not a registration tool, but merely an eligibility tool.
The American Rescue Plan raised the maximum Child Tax Credit in 2021 to $3,600 for children under the age of 6 and to $3,000 per child for children ages 6 through 17. Before 2021, the credit was worth up to $2,000 per eligible child.
The advance Child Tax Credit payments, which will generally be made on the 15th of each month, create financial certainty for families to plan their budgets. Eligible families will receive a payment of up to $300 per month for each child under age 6, and up to $250 per month for each child ages 6 through 17.
Who is getting a monthly payment. In general, monthly payments will go to eligible families who: Filed either a 2019 or 2020 federal income tax return. Used the Non-Filers tool on IRS.gov in 2020 to register for an Economic Impact Payment.

About the Advance Child Tax Credit. The expanded and newly-advanceable Child Tax Credit was authorized by the American Rescue Plan Act, enacted in March. Normally, the IRS will calculate the payment based on a person's 2020 tax return, including those who use the Non-filer Sign-up tool.
The IRS urges everyone to be on the lookout for scams related to both Advance Child Tax Credit payments and Economic Impact Payments. The IRS emphasized that the only way to get either of these benefits is by either filing a tax return with the IRS or registering online through the Non-filer Sign-up tool, exclusively on IRS.gov. Any other option is a scam.

Intuit has a long history of working closely with the IRS on innovative solutions, including last year's Non -filers: Enter Payment Info Here tool. In addition, for many years, Intuit has offered Free File Fillable Forms, also delivered through the Free File Alliance. This is the electronic version of IRS paper forms, which provides all taxpayers with the option to electronically file for free. There are no income restrictions for using this option to file a 2020 tax return.
